No, '<em>this</em>' was in reference to the fact that Boris wanted a Brexit deal done, knew that the EU would be easier to deal with if he didn't kick the arse out of the NI aspect, but <u>also</u> knew - following legal advice from several sources - that the deal with the EU he agreed was in in breach of the the Belfast Agreement.
