But the emergency plan, if it is visible, is an immediate indication of the presence of a fertiliser store to anyone walking past and RT say it must also show the grid reference of the store, which will be extremely helpful information for any terrorist returning later with transport to move a bag or two. If the emergency plan isn't visible then its completely pointless isn't it? Another bureaucratic classic that wastes the time and effort of thousands for zero gain.</p></blockquote><p></p>
