although the sample should be carefully checked to make sure that it is just the backing paper. Although, as with any enclosed spaces, measures should be in place to ensure human and livestock safety.However, shredded paper from plasterboard reprocessing is legal,

Waste shredded paper and cardboard, dried paper sludges and plasterboard backing paper, can all be used for animal bedding.
As these are considered wastes, a waste exemption must be registered before using them.
