this equals viable seed, up to 70,000 per plant they reckon, lives in the soil for years

I don't know how to let him know that he needs to "get onto them 6 weeks ago" without straining a neighbourly relationship, and I also don't want them springing up on this side of the fence

or, watching him keep making the same mistake every year, wasting his time and chemical

Ask him nicely if you can run a topper over them for him because you don't want the seeds blowing over. That might spur him onto doing something. Might not. I know you shouldn't have to and you don't want to do it yourself but...
Your tractor probably needs a good run to get the cobwebs off it now anyway :ROFLMAO:

I will mull it over... yes I must get the tractor whirring and get the rest of these fences yanked out

Probably a cheap 2nd hand wall available ex USA shortly.......
