Boris can't call an election because of the fixed term parliament act unless he loses a vote of no confidence in his government or two thirds of MPs vote to repeal the act, other than that he's stuck with a 5 year term!
I believe Boris can call an election whenever he wants and that the FTPA means that the opposition cannot force one to be held before the term end.
I stand to be corrected though.

The Fixed-term Parliaments Act 2011 was an Act of the Parliament of the United Kingdom that for the first time set in legislation a default fixed election date for a general election to the Westminster parliament. Wikipedia

I'd say at the moment Tory MPs are about "as popular as a fart in a space suit" ( as BC used to say) so wouldn't want an election in the near future!
Can’t imagine that they would hold a majority as strong as they have now - if at all. All those centre left Corbyn-phobes who went blue are not going to stay blue, given the state of Boris’ reported behaviour.
