I believe Boris can call an election whenever he wants and that the FTPA means that the opposition cannot force one to be held before the term end.Boris can't call an election because of the fixed term parliament act unless he loses a vote of no confidence in his government or two thirds of MPs vote to repeal the act, other than that he's stuck with a 5 year term!
