Planning permission for wall?

Does anyone have an idea if I would need planning to construct a wall (possibly out of blocks) for part of a handling area/isolation area in the middle of our field to be used by sheep and ponies? Am I right in assuming if it's under 2m I will be fine or would blocks be an immediate fail even if painted in a Drystone wall area?

Get some concrete panels and use them, they are portable and very likely to be cheaper than blocks unless you build it yourself, it will stronger than blocks and much quicker to erect and can be removed and used again, can get then any length and height you need
