As we’re likely to have an official drought declared tomorrow I’m only going to be 1 George Eustace decision away from having my watering can banned, even though Joe Blogs can still wash his car and water his lawn.

But it doesn't affect commercial/agricultural users at all - however big or small their watering cans are.
