1939 case Cc

Hi there I’m restoring a 1939 case Cc tractor a tvo I’m stripping it at the moment and I can’t get the small break/ pully wheel off ive had the pullers on it and I lightly heated it but it will won’t budge , does any one know if I’m doing something wrong ? Or is there a certain procedure to take it off
