how local does " locally " mean ?

It will depend on the interpretation of the Local Authority. This might be the Planners or the Legal Dept or both, who may, or may not, agree...!

depends on how old the building is, section 106's are pretty solid, but on older 20/30 years houses can be lifted if you have a good agent.

Do you know when the tie was imposed? If it was relatively recently the documentation should be available either online or at the council offices and that may give a clue; but it is very subjective depending on the local authority
