Why is it that my phone says its got 46mb free internal storage, but when trying to install an app (yahoo mail) that is only 14mb the install fails due to insufficient storage available?

And what if anything can I do about it other than uninstalling another app?

I have already moved what I can to the SD card, the phone is rooted and I have titanium back up installed.
