Applying fert No-Till

Need to apply some TSP to some fields that will be no till first and second wheats.
In a no till situation do people simply apply to the stubble and leave?
I can see that this will take ages to become available to the crop and possibly leach?
Or should it always be scratch stilled into the surface?
