Assembling brake on Sands SLC4000 wheel motor

The circlip which holds the belleville washer that applies the handbrake popped off the back of one of the wheel motors. This seems to happen once a year on the same wheel motor. Does anyone have advice on how to compress the spring (washer) enough to get the circlip back in its groove.
I am contemplating taking the motor assembly off the axle to put it in a press, but the six Allen bolts won’t budge at the moment. I assume they are assembled with high strength loctite and may need warming up? The machine is 20 years old, which doesn’t help with disassembly.

It will be similar to doing a clutch pack in situ, you need to make up a strong back that uses something on the hub to hold it.

Have you changed the circlip? It's probably got round edges, I would definitely replace that and fingers crossed it doesn't happen again.

In the past I've made up a locking device that slots into the circlip holes to stop it compressing and popping out.
