Balancing independent hydraulic rams on trailed flatlift

We've built our own trailing kit for a cousins flatlift. It's a copy of their own kit with 2 hydraulically pivoting wheels either side where the depth wheels would normally be. Issue we have is that the 2 wheels don't lower/raise at the same rate so we end up lopsided lifting out. Can anyone advise how we solve that problem? We've been pointed towards some kind of geared hydraulic regulator, although this adds another degree of complexity re flow rates, pressures etc. Is this the right way to go or is there a simpler way to balance the flow?

Flow divider..... something like this but I expect you'd need one with more capacity.

other option is to turn one ram round and have them in series so the rod (outlet) side of one is lifting to rod side (input)of the upside down one.

This.

Combine reels employ the above where usually the left hand his heavier with the drive mechanism, plumbing like this means both sides remain constant. Getting all the air out is important.
