Best rust sealing paint

Wanting to give my old tipping trailer a paint up but don’t want to spend on sand blasting. Which paint options Is there that will seal the rust and leave a good surface for the top coat. Read about corroseal boat stuff but it only seems available in the US

unless you prep it properly you will be wasting time/paint. rub down /shotblast it then good red oxide should do the job with a compatable enamel topcoat. edit= a grider with sanding disc/flap wheel will prepare it.
