Its flooded, sounds like the float has stuck letting petrol into the carburetor uncontrollably.
Take the plug out and leave it out overnight ...............
Tap the side of the float bowl, it might free the float, turn petrol back on, to see if it worked?
If the petrol continues to run out, consider taking the bottom off the carburetor

...............................

Edit:
@multi power had it covered, takes me a bit of time to type ..........

While on B&S engines, anyone experience of decoking the OHV engines.put wrong oil in mine and is I think thoroughly coked. i have worked on the old models but not one of these, is it easy task?

Decoking here, would be taking the exhaust off and make sure its not blocked.
Leave the rest as it is if its running as it should?
Carbon build up can be a good thing especially if it does not affect the running of the engine.

Pushrod engine not overhead cam (OHC)? Easy to take the head off, loads of U-Tube stuff to help you.
But if its running as it should there wont be much to look at when you do get it off ...........

Basic Rules, is there a spark? if yes, then its a petrol problem... No point pulling the cord, if one of these elements are not present!

Well I have had it running but just needs carburetion sorting out.
As it was a 1979 vintage motor I have ditched the points and condenser and fitted the new electronic armature..
As it had not been run for 6 years I ran it on about a 70-1 mix (2 stroke used to use RedEx back in the day)
Just drained the fuel tank and will refill with fuel.
Now it is all running I may just drop it off at local garden machinery dealer and get him to sort the carb out.

One question, are you sure its a two stroke?

That's good news ...........
Would you not "chance" tackling the carb, yourself, but you're probably wise ...............

Briggs, the classic engine. No they are'nt so shitty if looked after. Not as good as a honda but way, way better for parts than Kohler & those dreadful Chinese copies of Honda engines where obtaining parts is like a lottery & Tecumseh were sh1t from day 1.
This is a useful site that I've used many times;https://www.briggsbits.co.uk/ Some sensible advice on there too.
Keep your Merritiller going. Usual failures are valves sticking beacuse it has been left outside on the allotment all winter & the mag failing from similar. Otherwise it'll keep going for a long time!

Oh, the fueltankcarbiecomby engines that were fitted to Merrytillers need love & care but you can get complete gasket sets for them from the above.

it will just be the needle valve sticking above the float, by just letting the float chamber empty itself then refill it can often reset itself.
