I've got a drill ...Drill, PlusGas and a quality extractor tool.
Access is terrible , not too bad to get at the bolt but very tight to cut a piece out of the side .Just cut a hole in the side, cold chisel may remove the captive nut. If me I would just cut it out and weld a fresh bit of plate with captive nut welded in situ and then clean up the welds with a flap disc. Sometimes you can bugger about for hours drilling them out only to bugger up the threads in the nut. Depends if you can weld?
This above is good,I'd put a washer round it to protect the parent metal. Spot of weld in the centre. Keep spotting until you get a nice dome that a m12 or m14 nut will sit on. Then weld nut to dome. Should turn out when it cool

Failing that get a good drift and flog it to break the weld on captive nut, and replace with a Rivet nut
