BUILDING A WALL FROM RAILWAY SLEEPERS

Just about to start building a 2mt x 12 mt retaining wall to give a bit of shelter ( we have no buildings)
I cannot find anything to say we can't.
Any advice gratefully received

I just meant I've read up on the Act & also councils website & can't find anything on it apart from the wall mustn't be more than 2mtrs high and not nearer than 25 mtrs from a road. Could ask my Dad but he's self isolating 89 year Farmer & I don't want to give him any stress !

2mtrs high is no different to a concrete post and panel fence and ive put hundreds of them up ,,you can go to 2.1mtr without planning on an internal divider but only 2 mtrs on a road side
