How many cows have you tried him with in that time? It could be 'lack of practice' if he's only had 1 or 2 to do, particularly if the cow wasn't standing really well and moved slightly at the critical moment.
When you say he's missing, is he always veering off the same way? I.e to the side or too high or low? It could be that his tackle isn't straight. If it's different each time it's probably his technique.
I'd be speaking to the breeder though.

bought a Charolais bull, back in the 80's, lot of money then, brought him back, put a buller in with him, served the cow, went right over onto his back, never served another cow ! but the cow was pd+ve
