Byway standards

Does anyone know or have any information links etc about standards pertaining to byways? Specifically bridges. I’ve had a google but can’t find anything useful.

I was led to believe a bridge forming a byway / public footpath was maintainable by Highways in almost all circumstances.

Are you looking for maintainance, upkeep, upgrades etc?

Yes. Not my access. Current bridge is suitable for 4x4s only and down an unmade road. Farmer wants it upgraded but to what standard and by who is the crux of the matter.

My guess would be as follows:
County Highways have a responsibility to maintain what is already there
They don't have any responsibility to replace the bridge with another with a higher weight bearing capacity, if that were the case Highway authorities would have thousands of bridges to replace all over the Country.
If a user wants to replace with a stronger structure the Council might be amenable, but they would insist on it being "highway spec" which would be exceedingly expensive.
