Leave it for 36-48 hrs , make sure it cannot get access to water and then try it with milk. Alot of calves have come off cows with there bellys full and are best left to get hungry. Trying to force a fit calf or almost drenching one only compounds the problem. We do not seem to get many now because alot of dairy farms take the calf away once its been licked off and tube/ bottle feed them. It used to be murder trying to bottle calves that had been on a cow for 7-21 days, but its always better to let them go hungry for 36-48hrs as i said above.
Yes golden syrup , just cover the teat with it , also when I have had this problem I have bought some cows milk to feed the calf for a couple of feeds because occasionally they refuse the milk powder and slowly introduce the powder , say 1/2 milk 1/2 powder.
