You are correct.

However government of all political positions have not reversed privatisation - so I think they are all in on giving the ability for private companies to discriminate against the general public - literally persecuting certain people because of who they are.

It's more likely to be the "Social Credit Score System" which is active in China - which monitors your behaviour and limits what you can buy, say and do.
