Case 896 pouring out Diesel

Just filled the tractor up with diesel today put fuel cap back in and after a couple of minutes of use noticed diesel pouring out the bottom of the horseshoe tank on the left hand side. When I took the fuel cap back off it seemed to stop. Just siphoning out some diesel now.
Is there meant to be something in the hole in the tank, or was it overfilled and that’s an overflow? I’ve never paid that mouth attention to the bottom.

It looks a drain plug plate has gone missing ,infact looking again ,that pipe looks like it covers the hole
That is the breather , a pipe goes from there right to the top of the tank , you can see it when you take the filler cap off , it is possible you could have damaged it when you put the fuel nozzle in , there are plenty of IH & case running round with a bolt screwed in that hole , they seem to breathe through the cap ok
