Open the tailgate right up and see if the trip is being pushed up over the trip drive rolling, if its not there is an adjustment on the bar that goes from the tailgate to the trip, I can't remember how you adjust it though as its years since I done one
Another thing that can happen is the trip gets burrs on the side from the drive roller this can stop it dropping back down, if it has they need filing off
 
Might sound stupid, but does it do it ok with the hood open? There is a hole in the hood for the net hook to rise up through when resetting. If it is hitting the edge of hole it will drop short and not reset. Locknut and bolt on the end of the spring loaded "ram" that resets the knife adjusts the clearance of the hook and the knurled shaft. Also is the spring inside the ram ok( can bind or break).

There is no hole on a 250 or at least there wasn't on mine
Had to bash the hood up in a hump to let the trip go up
 
All this in place and attached to the door? Also has the stopper in the rod moved
