Connecting to shared borehole.

Hello, I bought a 40 acre field a few years ago with a right to connect to a shared borehole. I am wanting to connect to the borehole and run a pipe into my field and fill a tank so I can do some spraying. It is a real pain to go back to the main farm to fill up. The deeds say that when it comes to maintenance I should pay "a fair proportion calculated in accordance with user". The thing is I will only be using maybe 20 cubic metres a year and at the moment the borehole currently delivers 2000 cubic metres a year in total to the 3 other users. I am having difficulty with the other users about what fair proportion means. How do you understand it?
