Looks more like cleanings off a rubble screen ended up back in urea to a bagger without any screens

The bag has suffered from an ingress of water some time ago, been sat in storage, dried out and caked in the bottom of the bag. Give the photo to your seller and they should knock a small amount off the price for inconvenience.

I had a lot like that 3 years ago, was a right ball ache, the only way we could deal with it was drop the bags onto a concrete floor (it made the lumps smaller!)
I kicked up merry hell about it, managed to get a decent discount but would have been happier if they had taken the junk back and replaced it with decent stuff as the extra time involved filling was substantial.
I will add that the stuff this year is some of the best I've ever had, no dust, decent regular size granuals.

Trading standards would love to have a look at that....or the next bag...as you open it. You may want your merchant to know that you are unhappy first.

I collect mine in bulk out of the sheds that yours may have come from, last year there were signs of leaks in the roof, which then cause the lumps you have.
Screening involves a mesh over the hopper that the shovel tips into, then driver "rubs" it through. The heaps are at least 40' high and can stand up like walls if it came off the boat warm or was a wet day.. imagine wet trucks driving in and out of sheds and water running off sheets.
