The plant them selves are pretty happy to be trimmed anytime, I believe. However you must be very careful about nesting birds at this time of year. To disturb a birds nest is a serious offence.
Then of course , if you are claiming payments on the land, you are very tightly constricted to the hedge cutting season and I will let others dill you in on that one
