If those who do football celebrations in the street, refuse to wear masks or wash hands or congregate on beaches were then isolated from the vulnerable would this help to eliminate the virus more rapidly?

No, but the failure to observe social distancing will work to eliminate the miscreants more rapidly, so not all bad

Unfortunately these people then blend back into society and if they have picked up cv19 due to their blatant disregard for social distancing and mass gatherings no one is none the wiser in passing them in the supermarket or street.
If all those who showed such disregard for the rules were sprayed fluorescent pink with an indelible ink like they use in the cash machines in case of theft then at least the rest of society would have the opportunity to give them a wide berth.
