Day old lamb scour

Is it possible for a lamb getting too much milk to take a bright orange scour at a day old.

Is it's tail stuck to its arse like superglue?

No. Just bits of orange mucus like scour on tail and where they lie.

Just colostrum I wouldn't panic

It'll be rich colostrum/milk that's doing it and will settle down in a day or so. If you have the symptoms so eloquently described by @Northeastfarmer in post #2 above clean it off carefully and wipe a fingerfull of petroleum jelly under the tail to stop it sticking to it's backside.

The ewes colostrum wasn't that strong looking as she is seven years old and a bit thin. Although she has large tits and big supply of milk.
