It'll be rich colostrum/milk that's doing it and will settle down in a day or so. If you have the symptoms so eloquently described by @Northeastfarmer in post #2 above clean it off carefully and wipe a fingerfull of petroleum jelly under the tail to stop it sticking to it's backside.
