DEFRA set to rob Pedigree cattle nreeders of Tb Compensation

From 1st September 2018 APHA will no longer pay pedigree valuation for Gloucester and Saler cattle despite having done so in the past and for any other pedigree cattle whose breed society does not appear on the above list.
The list of pedigree societies registered with the Farm Animals Genetic resources committee contained in the above document will be relied on by APHA in their Operations manual to confirm pedigree status.
Zootechnical recognition is a bureaucratic and expensive process only of benefit if cattle breeders wish to export to the EU.
In their own guidance DEFRA state that it is not compulsory to seek recognition to breed pedigree catlle.
The Zootechnical gudance does not include the EU decision which allows the creation of a new breed herd book through including animals listed in other breed herd books and in its present form when applied makes it impossible in England Scotland and Wales to create a new cattle breed and herd book.

This is another example of Civil Servants taking powers to themselves in a job creation excercise and adding unnecessary bueaucracy and cost to the farmng industry.
It is also another means of reducing the costs of Tb compensation while not dealing with the root cause of the problem.
If you keep pedigree cattle please make sure your society is aware of this problem and if you have any ideas how to make DEFRA think again please comment.

If your breed isn't on the list and you have a pedigree animal that is slaughtered you won't be paid pedigree value after 1st September 2018 if DEFRA are allowed to get away with this.
Please comment if you have any such animals in order that we have a true picture.

I am not clear about the legality of the DEFRA proposals, just becuase a civil servant says this is the way it is doesn't mean that it is actually the case!

What is the reason why Salers and Gloucesters are not recognised? Could not the Gloucesters be recognised (temporarily at least) via the RBST?

Presumably the Sheeted Somerset may face complications registering due to not enough generations in the herd book yet?

Bazadaise, Blue Albion, Gelbvieh, Gloucester, Kerry, Parthenais and Salers cattle societies all appear to run a herdbook without appearing on the above list.
The reason why they don't appear is because the Societies have not felt the need to jump through the hoops or go to the expense because their members do not wish to export.
I can see no reason in law why pedigree societies should sign up but the Tb issue may force them to but this should not be the case and must be fought.
The guidance requires at least 7 males and 50 females to make up a breed and does not take into account the EU decision which ammends the original to allow animals from other breeds to be taken into account.
Typical one step thinkers in DEFRA who have no idea about the real world but are always thinking about how to burden the rest of us with pointless paperwork which strangles innovation.

Interesting about those other breeds too.

I do remember we had to do a few things in the RGCS to get approval but Anton would know more about exactly what although export wasn't the main priority

You brought this up last year, if I remember and I thought our Society (Bazadaise) were on to it.
Obviously not.

Yes I did and at the time it had less importance. However now DEFRA have forced the issue with making it compulsory in order to be paid compensation where animals are slaughtered compulsorily, it is important to challenge this arbitrary imposition of more bureaucratic burdens.
Anton has been very helpful and we can and have deal with the constitutional issues. Setting up a company to provide the identity required is the real burden and I don't know what it achieves.
 
The other way around this could be to insist that cattle holding a pedigree certificate whose society for some bureaucratic reason is not on the list, be valued prior to slaughter by a RICS valuer.
