Diesel filter

I have got an older double skinned diesel tank with no inbuilt filter. I have been advised to put one in by our supplier but there is no room to hang the filter as pump is just above tank but can i put the new housing on upside down so the filter will screw on from the top as there is plenty room to do this. Can you put the filter further down the line where it can be the right way up? Lots of problems with fuel reported at the moment. I have a 10 micron filter with water blocking and am replacing it regularly. I'd rather change this than have tractors playing up and getting stranded at the wrong moment, if there's ever a right one. My common rail Deeres have 5 micron final filters and have been ok so far...

Is there any reason why a filter would be fitted upside down as it were from new?
Room on my tank set up for it simply to be turned round to what I would term the right way.

Will it work just the same turning it round the other way? Got the filter, just need to fit it.
Existing one done 190,000 litres the way it is without issue but common sense says it should be other way round especially with all the current issue people are having.
