Rotary CAV pump I think?
Probably the stop lever, metering valve,or regulating valve/piston stuck inside. Could also be the gauze that sits around the regulating valve below the fuel inlet pipe, needs cleaning. You could try gently tapping the pump with a piece of wood, while working the stopper out and in at the same time as cranking over.

If it is a CAV rotary type pump then crank it over with the lower bleed nipple open. You should get a good jet of fuel out, if not then it is most likely to be the gauze as above, or it could be the rotary boost pump vanes have worn.

If you have a good flow close the lower nipple, slacken off the pipes at the injectors & crank again you should get fuel pulsing out of them & you can tighten them back up - sometimes opening the upper bleed nipple helps. If not then you will probably need to strip the pump down - it's not hard & there's a video on YouTube
