Drainage and pumping scheme

We have recently acquired a 40 acre block of land. There is a sheugh which collects the water off all three fields but it always lies full due to the outlet being into a neighbouring system which ultimately relies on low tide at sea to let the water get away - the system is complicated and just doesn't work by the time it gets to us and hence we need a new way of removing the water.

We have mains electricity and a canal right beside us which means the obvious solution is to pump the water into the nearby canal, which runs a short distance straight into the sea. Who would we speak to about getting this designed correctly - we would need someone to spec the pumps and design a holding pond for the pumps to pump out from.

Once this issue is solved we also intend to re-drain a significant proportion of the land and would like a bit of help on spacings/depths for the drains as well.

Spoken with DAERA, who were helpful, but haven't got enough information to take the thing forward yet in a meaningful way. Any ideas where else to start - is a dreaded engineer needed?
 
It doesn’t work because our sheugh relies on the neighbouring estate’s system which drains 2500 acres of neglected and rented out land, it’s poorly managed so we have no way of improving our own land unless we pump it into an adjacent canal which takes it straight to the sea

I know it’s not simple in these situations but your neighbour has a duty of care and is legally bound to accept the water coming from your system. If it isn’t working due to their neglect then it can be legally enforced.

If only it were that simple, when they can't get their own land to drain properly there's not much chance of getting their 2500 acre system sorted out to benefit our little 40 acre block. Easier to take control and have our own pumping station and step away from neighbour's on going issues. Their system is limited by the outfall at low tide, whereas if we can pump direct into nearby canal we can get our water away immediately after heavy rain

Obviously not same scale but i found a drain lower than current system near a shed , put chamber made from blue acid drums vertical, cheap 1" ish pump with float, it sorts itself out. Very satisfying hearing the water running into the chamber then hear the pump.
