EFA - catch crops

How do we go on with catch crops if drought keeps going?
I am drilling into dust and rock hard lumps.
Unless get some proper rain over a few days I won't germinate or will die off if it does.
So is it OK if you drilled but failed due to weather?

IMO as long as you have the paper trail to show you've tried - field records and seed invoices, you could argue for force majeure

Got seed invoices and photos of me drilling .
Force majeure is a sticky one.
Tried that once when they had changed something on a scheme 4 years in and I could not do something after change.
Still got fined even though they changed the goal posts!

What are the chances that anyone who happens to inspect the field will be any more clued up than those answering the phones.

BG and WO aren't on the list but I wouldn't bank on there being absolutely none of either growing in my cover crops.
