This looks like an up date of an old fire extinguisher I've seen on a few antique shows. A glass globe filled with a liquid chemical cocktail that you threw at the fire and when it broke the chemicals were supposed to extinguish the fire. It was quite common in the United States at on time, not sure about other places. I didn't pay close attention, at the time, but I seem to remember them saying these globe things were quite effective.
