Entitlement Siphon

I have acquired about 60 ha of eligible land and need some entitlements.

Reading the rules it says that a 50% siphon will be applied to entitlement transfer without land - how does this work? how does this affect the value of them? Who loses the 50%, buyer or seller?

Can you put a link to where in the rules?
I've had a quick look and can't see it. We bought 12ha last year but was unaware of any siphon. I did receive 12ha and I paid the agreed price x 12. IYSWIM.

Like to know as we've now got too many. Got over 60ha to sell that could go with the land or maybe available!

It appears that it is a Scottish thing, I didn't notice that when I was looking.
