Entitlements in Scotland

During the back end of 2016 I purchased a parcel of land in Scotland with the BPS entitlements. The previous owner arranged for his agent to complete the paperwork for the transfer of the entitlements to me. I am still waiting for the transfer unit in Stornaway to complete this and when I ring up I am told everything looks in order and that there is a software issue with Edinburgh.

Does the process of completing entitlement transfers in Scotland normally take this length and is there anything that can be done to speed up the process?

Yes this sounds quite normal. We eventually got on to our mp who got onto Fergus Ewing's office and it got sorted in principle. I have heard of others doing the same.
We got the loan amount against the new entitlements, (which helped pay for them).
Formal transfer can't be done till they write the computer program........

I asked the nice man on the other end of the phone if it had anything to do with the Government 'ransome - ware' hack, but got the distinct impression that all of the hackers are too young to know how to hack the ZX Spectrums that ScotGov use for their AG BPS system...

In exactly the same position as yourself,it beggars belief,they tell us the software has not been written yet to do the transfer!!!!

Thanks for that it's nice to know that I'm not the only one having problems. I think that my transfer has been agreed in principle but that doesn't help with this years BPS

Has Scotland always had its own subsidy system?
My concern is that so much money has been spent to duplicate what we already had. £178 million seems a lot for a PDF form.

Seem to have an unexplained payment to my bank from SIACS, for which there is nothing on the Rural Payments website. It appears to be £15.75 x the number of entitlements I bought, which might be their value (not got paperwork to hand). I have a hope that the transfers are being progressed....
