Legislation wise is there any problem in cutting to ground level and allowing to regrow?
E.g. as long as you don't remove the roots you are free to cut it right down and allow to regrow?

Looks a tidy job.We used a forestry mulching contractor on 3km of neglected land.
It was in HLS and they couldn't agree on burning it as it had to be burnt on tin sheets to protect the ground, chipping it couldn't be blown in heaps and was too time consuming and costly and fencing the scrub outside would have meant the fella wasn't getting the full acreage he was renting and the land was lost forever.

We use a grab to handle the brush and rubbishI find it a lot kinder not having to cut and pull blackthorn by hand!!

I can recommended the tree shear, as have one! Use it to pollard willows, cut overhanging branches. In the pic's needed to clean the ditch out, so cut the hedge back to get access.
