Could be anything from teeth broken in the top trough to a snapped down shaft or bolts broken in a hub.
I've seen all of these faults cause your issue.
With the machine up on tractor arms & engine off, spin the drums, does one drum spin freely ? Or do the blades seen to remain timed ? If it's the latter it's probably sheared teeth in the trough.

We have a Samasz which looks near enough identical. Not saying its not the above but our main drive shaft in the trough sheared but enough friction to power up the outer drum until it met resistance. Simple job of just turning a new collar and sliding/welding on the shaft - but all the parts and pretty cheap and simple to strip.
