As others have said, you can opt out.

I can't see why anyone with any half decent recording system, (computerised or written) would need to pay for this to assist cross compliance.

Maybe that's why the industry needs a sub to be "competitive".

Money making scam, end of story. We use an collector that doesn’t require the fallen stock scheme, it’s only a cop out for collectors that can’t be bothered to collect their own fees.

I've had a letter from NFSCo asking whether I want my annual return and enclosing a sample return so I know what it looks like. I am to send an email telling them if I want a return or not, which I have done.
@hally I called on my local disposal guy with a bag of empty containers. He was at his desk cursing the paperwork 'cos he was getting out repeat invoices for all his bad payers. I was amazed at the thickness of the pile!
