Yes I agree that ignoring them is not a good idea, but they can only enforce the law not their version of it. they claim that the op needs pp to make a new gate onto a private road, wrong, also to they claim "make" a new track that bit could be true depending on the circumstances, however the op claims the track is plainly visible on google earth and therefore it is a repair so again they are wrong. These little hitlers will tell all sorts of lies and half truths, and quite frankly many do not know the law at all, had a long long battle with them and they were shown in the end to be completely wrong, they just want the fees for pp and to justify their jobs.The op said an enforcement officer is involved, ignore them at your peril and you could find out what powers they have.
