The op said an enforcement officer is involved, ignore them at your peril and you could find out what powers they have.
Yes I agree that ignoring them is not a good idea, but they can only enforce the law not their version of it. they claim that the op needs pp to make a new gate onto a private road, wrong, also to they claim "make" a new track that bit could be true depending on the circumstances, however the op claims the track is plainly visible on google earth and therefore it is a repair so again they are wrong. These little hitlers will tell all sorts of lies and half truths, and quite frankly many do not know the law at all, had a long long battle with them and they were shown in the end to be completely wrong, they just want the fees for pp and to justify their jobs.
