Fiat 100-90 throttle

I have a 100-90 that I recently purchased...the hand throttle works moving to higher engine speed..but when pulled back it does not slow engine down...till you lift foot throttle. For the life of me I cannot find location for the return spring?
Anyone know the location of were the spring is?

Goes onto a bracket on bell housing and pulls the rod

Should be a coil spring on injector pump too

Had to put a bungee rope on our 880 at a time to pull the rod forward if I remember right, going back too many years

Thank you...there is a solid rod that goes into cab floor, that must be attached to the cable on the hand throttle. But the linkage to the foot throttle I cannot find any location to mount spring?Am i looking in wrong area?

Should be a coil spring on injector pump too

that rubber hose/pipe on the right looks like its rubbing on rod and wedged against fuel filter may this be causing resistance not letting spring pull rod/cable back just a thought.

Thanks...a bit of resistance...but still does not help when hose pulled back.
