Fiat 70-90dt intermittent steering problem ( hard steering in tight spaces)

Hi folks...
any experience with these tractors?
My problem is mostly when in tight places with a bunch of forward and reverse maneuvering.... will go from working fine to barely being able to turn the steering wheel and then good again...
Has correct fluid (oil) and correct amount... thinking that if it was the pump that the problem would be constant... hoping that it is just a filter or needing bleed...
Any tips appreciated...

There are shims under the st wheel just booster the 4 gold bolts a few turn and see does that make a difference if not your orbital unit may b stored is it a one or 2 ram axle
