Couldn’t think of a better thread title!

maybe weld it up, rebore and put in a new bush?

The plate that holds the flail can be bought and replaced by grinding off the old one and welding a new on. The item you require is normally named as a "Profile".

Simple bodge can also work well is to weld the retaining nut for the flail to your existing profile
