For once I agree with the parish council chairman, whilst the weather has been appalling it should never be an excuse to mis-use a public layby/cycle way or whatever it is. I know the farmer has some cheek, it is only for a day or two looking at it but reputations are easily lost and you would have naturally expected a company of British Sugar standing to come out and condone the behaviour and re emphasise that its growers are paid handsomely to grow according to the local laws and action will be taken against the grower. By keeping quiet British sugar are effectively encouraging growers to cut corners where possible and do not appear to agree with the corporate image/policies one's expects in todays society.

Just curious was it British Sugar organising the loading of the lorries or farmer himself?
Nobody can really be sure what/whos the land he tipped it on is. I had the same outside my gate where people used to park, when I stopped it due to inconsiderate parking during COVID the local Facebook kicked of and got the council involved as I 'had no right and it was public/highways land'. When a chap from council came out and threatened action if I didn't remove the posts I soon put him straight. It used to be a gated road before it was fenced and the whole of the land belonged to me with the road just a right of way over the land.

1. 99.9% of the public wouldn't even know what beet was, let alone want to steal it.
2. Why rent a yard? He's got a handy hard loading site that he's likely been using for years.
3. It's evidently not been there long. Tipped from harvesting then uploaded into lorries today by the looks of it.

This is a road which was by passed some years ago. When this happens it is not uncommon for the land to revert to the landowner who would most certainly own the adjoining land.
i know that piece of road, it is certainly not a public highway as cars are banned, it may very well be the buses and bikes are allowed over a small section but not all.
knowing our local highways dept, it is very possible they have erected signs and bus stops on land where they had no right too.
i certainly had issues across the border where highways took a piece of my land and I only knew when I came to spray my wheat in the spring to realise following my tramlines the boom was 2 metres out over the road. For various reasons i did not complain but that same year in Dereham the same highways dept stole a pice of verge from some one who took a very different view and after the Council decided not to pay out , they finally did after taking him to the high court where he won several hundred thousand pounds compensation and costs

Flytipped beet back in the 80's.
We used to store our beet in the layby near the farm every year. No one every complained back then.

I disagree, if it’s an un used road and the buses and bikes can get past then it’s harming nobody, desperate times to get the crop lifted and stored, less waste and field damage, no problem
Corporate image and policies and F off when you need your crop out.

Sounds like the Parish council chairman is clueless, Going off what we know it certainly is not a public layby with access restricted by keys to a farmer with access for a bus and cycle lane. That bus/cycle lane will be restricted to a certain width the remaining land would normally revert back to the landowner prior to the road being built or given first option to repurchase the land. The speed at which Suffolk highways removed their comments suggests to me they cocked up big time.
