Ford 4610 hydraulic slow to go down

My 4610 scraper tractor been washed down in Spring & parked in shed now the hydraulic arms barely go down I have to jump on scraper to put them down . Lifts fine . Hitch rods not seized everything seems free & loose. What can it be ?
