Is it necessary to spread grass out after mowing if it doesn't need to dry? Does it affect the wilting time? Would a mower conditioner make any difference at all to this?

MoCo will improve wilting time substantially. Spreading will also aid drying/wilting time even when the grass is dry.
What are you trying to achieve? It will likely be possible without spreading but will just take longer and require a larger window in the weather!

So if a wide spreading moco was used how long between cutting and baling in dry conditions? I've heard 24 hours but not sure if this was raked...?

Life's never that simple. What you need is a six rotor Tedder, twin rake and couple extra tractors and drivers
No, joking of course, we mow with a moco and leave the rows as wide as it can. If everything works at it should we pick up 24hrs later and it makes good silo in the clamp and no effluent.
Edit to add: this isn't rocket fuel silo, beef silage so not too lush
