handbrake on claas dominator 86

handbrake doesn't seem to work, as the cable is tight on the handle but doesn't brake, climb underneath and the drum seams to brake when I play with it by hand, when tale cable off, the little leg that the cable go to seams very loose and lot of play, do I need to knock drum off, as try and get the keyway out and have a look?? looks like there is pad on the shoes, would be nice to have a handbrake work !!!
