How do I convert a photo to JPEG file and reduce the file/ photo to 2mb size?

I wish to convert the attached photo into a JPEG file the file/ photo and reduce to 2mb.
I have Googled how to do the above but can’t seem to have any success, perhaps main reason being I am a computer dummy :banghead: :scratchhead:
I can’t seem to attach the pic!!!!!

Irfanview is especially good for batch conversion. If you don't want to or can't install software, and are on Windows, right clicking image files selected in Windows Explorer may bring up a Send To Mail Recipient option which then offers a choice of sizes. When the draft message comes up, save the reduced attachment. Convoluted but was useful workaround in a corporate environment where accounts were heavily locked down.

Does Preview work for 'ordinary' computers? On a Mac, I just save it the size and type I require. Or am I have a senior moment? Handbrake is good for videos once you get the hang of it. If I can do it, anyone can.

On android phones, you can install 'open camera' this allows you to set the photo resolution before taking a pic.
This will reduce the size considerably.

Other option is, take a photo with your phone, then when viewing the photo, screenshot it. Then send the screenshot.

My pics all go to google photos
If I want to use one for email or whatever just copy and paste rom google photos and it will be at a manageable size
