Undo the nut on the end of the blue outer

unscew the nut closest to the thin end. The other nut is just a lock nut.

oil threads well

spanner + bar on each nut...two ppl....turn agin each other?

Heat outer up or apply lots of oil to threads and give it time.
They are available from sparex etc

Put both spanner’s one on each nut. Put one spanner on the concrete and turn the other. Use a bit of pipe if needed
