Yes but that's still every month for 5 months. So 170kg N/ha total. Which is bang on what I'd put on a wheat crop. Just seemed a lot for grassland to me?!
If they were taking 4 cuts of silage, aiming for 14 t Dry Matter yield per Ha then they'd be aiming to apply 310 kg N/ha. So if that was going on via Ammonium Nitrate you'd be looking at 1.1 tonnes of AN (34.5%N).........

If they were applying 34 kgN/ha per month then that's pretty much bang on per monthly grazing rotation if they were aiming to get something like 8-12 tonnes DM/ha yield.

Personally I put on 125kg/ha of a N:S blend per month from April to August
That's big bucks for an old ley with no tests done. I'm assuming you're talking about a 40N 14SO3 urea blend.
